Other Transaction Agreement (OTA) Consortia

On May 6, 2021, Peraton completed its previously announced acquisition of Perspecta. The legal contracting party that holds this contract, remains unchanged as a result of the transaction.

Army CERDEC Sensors, Communications and Electronics Consortium (SCEC) Initiative

The Sensors, Communications and Electronics Consortium (SCE Consortium) was created to conduct research, development, and testing in cooperation with the Government, leading to technology demonstrations and prototype projects in the sensors, communications and electronics sciences and other related fields to maintain and improve warfighter command, control, communications, computer, intelligence, surveillance and reconnaissance capabilities in complex environments.


Consortium for Command, Control, and Communications in Cyberspace (C5)

C5 is a nonprofit consortium composed of leading companies and institutions in the C4ISR and cyber technology domains. Unlike other OTA consortia, C5 serves as both the consortium manager and contract administrator, providing an independent, transparent single interface between members and the government.

The scope of C5 encompasses all of the following: Offensive and Defensive Cyberspace Operations, Situational Understanding, C4ISR and Targeting, System of Systems Architecture, Tactical and Strategic Networks, Enterprise Systems, Software and Hardware Technologies, Systems Integration, Electronic Warfare, Positioning, Navigation and Timing, Information Operations, Intelligence Analysis, Exploitation and Dissemination, Mobility, Autonomy and Sensors.


Information Warfare Research Project (IWRP)

IWRP engages industry and academia to develop and mature technologies in the field of Information Warfare that enhance Navy and Marine Corps mission effectiveness, focusing on underlying technologies that advance information warfare capabilities through a consortium that can support research, development and prototyping.


Medical Enterprise Technology Consortium (MTEC)

MTEC is a 501(c)(3) biomedical technology consortium collaborating under an OTA with the U.S. Army Medical Research and Development Command (USAMRDC) that serves those who serve our nation. Over the last decades, our warfighters have suffered devastating trauma. In partnership with the Department of Defense and private support, MTEC is working to prevent injuries and accelerate the development of revolutionary medical solutions that will enhance wound healing, and return the wounded to fully functioning lives. Ultimately, all citizens will benefit from these technologies and health care solutions.

We focus on building teams to solve problems. Our research priorities are purposeful and outcome driven. The reach of the MTEC team ensures that research developments and new technologies will be applied across the entire medical infrastructure for the benefit of the military, veterans, and civilians.


National Spectrum Consortium (NSC)

A spectrum industry consortium collaborating with multiple government agencies through a 5 year, $1.25 Billion, Section 815 Prototype Other Transaction Agreement (OTA) with the Office of the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P). Membership to NSC includes representatives from large and small businesses, “non-traditional” contractors, academic research institutions and not-for-profit organizations.


NASC

The Naval Aviation Systems Consortium (NASC) has been formed to support the technology needs of the Naval Air Warfare Centers (NAWCs) and the Naval Air Systems Command (NAVAIR) through the use of Other Transaction (OT) Authority.  NASC is being built as an agile, collaborative and enduring enterprise with world-class capabilities that will provide the Navy with broad reach, robust competition and a comprehensive range of technology solutions. Through its unique structure, consortium members will be able to work with the Government to identify opportunities, target their technology offerings, expand into new markets and grow their businesses.


NSTIC

The Naval Surface Technology & Innovation Consortium (NSTIC) supports naval surface technology innovation through a consortium that researches, develops, tests, and integrates complex naval warfare systems across a broad range of technology areas and disciplines.


Space Enterprise Consortium (SpEC)

SpEC builds partnerships between commercial industry, the civil space sector, and others to leverage increased flexibility and agility, reduce cost, improve technology and capability insertion, and decrease cycles in the development and deployment of next generation space technologies. SpEC collaboration and prototype development reduces risk and increases constellation refresh rates to improve the availability of new technology on-orbit, and improve system responsiveness and survivability. The goals emphasize more frequent, regularly scheduled launches and spacecraft designed to fit on standardized launchers with standardized interfaces for faster, more predictable access to space.


System of Systems Consortium (SOSSEC)

The Consortium was formed to address the needs of the Department of Defense (DOD). It is founded on a simple concept: that collaboration, innovation and cooperation among a broad spectrum of industry, academia and nonprofits vastly improves the products and services delivered to its clients. This concept, combined with a competitive environment among Consortium membership, supported by quality oversight by SOSSEC, Inc., ensures low-risk, lowest-cost and the best-of-breed delivery of prototype solutions to our clients.

The SOSSEC Consortium provides technical performance of research and development as well as prototype development to address the needs of the C4ISR, Cyber, and Homeland Defense communities primarily within the Department of Defense.
