Leading the Charge: Steve Schorer’s Vision for Peraton in Government Technology

Few GovCon executives have achieved as much success as Peraton’s Steve Schorer. A three-time Wash100 Award winner and veteran of some of the most illustrious defense electronics and aerospace companies including RTX, Hughes Aircraft and Lockheed Martin, Schorer also has business chops. He played a key role in the sale of DRS Technologies to Finmeccanica, now Leonardo DRS, in 2008, widely considered one of the most lucrative merger and acquisition transactions in GovCon history.

Schorer’s latest chapter began in September when he joined Peraton as the chairman, chief executive officer and president of the Veritas Capital-backed company. A mission capability integrator and enterprise IT provider, Peraton supports every branch of the U.S. armed services.

Peraton, under Schorer’s leadership, has landed high-profile government contracts, including a potential five-year task order from the Navy for Long-Range Sub Orbital Vehicles valued at $249 million. He also led Peraton’s development of Rapid Fraud Intelligence, a fraud detection and prevention tool that uses AI to spot suspicious transactions.

Let’s dive into the five biggest headlines Schorer has made since taking the helm at Peraton.


1. Seeking FAA Modernization Role

The Federal Aviation Administration wants to revamp and overhaul its aging air traffic control infrastructure. Peraton in September announced it was just the company for the job, declaring its intent to pursue the prime integrator role for the administration’s Brand New Air Traffic Control System project.

Peraton believes it should be prime integrator for this opportunity because it does not have to rely on legacy suppliers, or deal with bias in selecting technology options. It can also tap its Peraton Labs research division to apply cutting-edge technologies such as AI, complex and secure communications and big data solutions.

“The FAA’s BNATCS initiative is not just about upgrading infrastructure. It’s ultimately about propelling America into the golden age of transportation,” Schorer said. “Our mission is to increase the efficiency and security of America’s skies with safety as our guiding light.”

Peraton touts its experience in sophisticated efforts such as near and deep space communications, digital twins, telemetry and tracking and cyber-resilient structures. The company has performed on contracts for the departments of Defense and Homeland Security and NASA.

2. New Huntsville Facility

Peraton expanded its already large footprint in the key Huntsville, Ala., region when it opened a 27,000 square foot facility in the Redstone Gateway complex. This new building includes more than 12,000 square feet specifically designed for a secure compartmentalized information facility.

This site is part of a Peraton effort to add to its workforce of 200 people in the greater Huntsville area. With an emphasis on technology and security, the building will allow Peraton to bolster its services to federal customers.

“We are excited to officially open our new Huntsville facility, which represents a significant investment in our mission to provide top-tier services and solutions to federal agencies,” Schorer said. “This facility strengthens our ability to serve customers and creates an environment for innovation and collaboration. We’re proud to contribute to the local economy by bringing new opportunities to Huntsville and its skilled workforce.”

Some Peraton customers in Huntsville include the Defense Intelligence Agency/Missile and Space Intelligence Center, the Army, FBI, the Missile Defense Agency and NASA.

3. Selected as Prime Contractor for OASIS+

Peraton logged a major achievement earlier in the year when it was tapped as the prime contractor for the General Services Administration’s One Acquisition Solution for Integrated Services, or OASIS+, contract. This is a best-in-class, government-wide acquisition vehicle that replaces the previous OASIS contract and streamlines functional areas from other GSA efforts. These include Building Maintenance and Operation and Human Capital Training Solution.

“We are excited to be selected by the GSA to continue as an industry partner under OASIS+ to provide services, technologies and capabilities that can further serve to advance the government’s missions,” Schorer said. “This public-private partnership creates the conditions to further deliver high-quality, reliable and efficient services on behalf of the American people.”

OASIS+ has multiple indefinite-delivery/indefinite-quantity awards and multiple service domains including intelligence services, environmental, and technical and engineering, among others.

4. Adds Former DCSA Director to Board of Advisors

Peraton added to its already impressive leadership ranks by naming former Defense Counterintelligence and Security Agency director David Cattler to its board of advisors. Cattler is also a former NATO assistant secretary general for intelligence and security and a Navy veteran who began his career serving in the Pacific as a surface warfare officer before moving ashore in naval intelligence.

“[Cattler] understands how to drive transformation in complex organizations and how to strengthen public-private collaboration, which is exactly the insight we need as Peraton evolves for the next phase of growth,” Schorer said.

After 9/11, Cattler returned to public service in naval intelligence and rapidly rose through the ranks to Senior Executive Service in 2007. Later, he served in senior analytical and mission management positions, leading military and Near East issues for the Office of the Director of National Intelligence.

Most recently at DCSA, Cattler led a $3.2 billion enterprise tasked with protecting the federal government’s trusted workforce and industrial base.

5. Selecting Borkey As CTO

Peraton laid the groundwork for accelerating its growth by adding GovCon luminary Todd Borkey as chief technology officer in April. Borkey previously served as HII executive vice president and CTO, where he founded its AI campaign that created a portfolio of market-leading applications.

“Borkey, as our new CTO, brings invaluable expertise that will accelerate our efforts to drive cutting-edge solutions,” Schorer said. “With a remarkable track record of leading strategic initiatives for some of the world’s most innovative disruptors, Borkey’s leadership will enhance our technological capabilities and inspire our team as we continue to push the boundaries of what’s possible for our customers.”

In his position at Peraton, Borkey oversees the formulation and implementation of the company’s technology strategy, the R&D portfolio and strategic initiatives aimed at generating new capabilities and groundbreaking solutions for clients. Furthermore, Borkey leads the Peraton Strategic Innovation Group, which encompasses the company’s Peraton Labs applied research innovator.

Before joining Peraton, Borkey was CTO at Alion Science and Technology, DRS and Thales Defense. He also served in management and engineering positions at Northrop Grumman and AT&T Bell Labs, the predecessor of Peraton Labs. There he served as project manager for the creation of a variety of record-setting long-haul undersea optical communications networks.
